Salira Proculla is a Imperial Mage on the roof of the Mages Guild guildhall in Narsis. She will ask you to try her long jump challenge.

She wears an Expensive Robe, Expensive Shoes, and Extravagant Gloves.

Aside from her natural charm and ability to absorb fatigue from others, she knows no spells.

It was only when I "marketed" it as some kind of carnival game that people started showing up on this rooftop. Am I a sellout? Anyway, I just need you to jump off this rooftop. If you jump very, very far, you'll get a prize!"
