Voice HoldersEdit
These NPCs, while technically not met in-game, are used behind the scenes in order to play voice lines in certain conditions, most often they're used when interacting with Daedric shrines.

TestEdit
These NPCs cannot normally be encountered in-game; most were only used to test the game's functions during development, with some still being placed in their relevant test cells. They are listed here as a curiosity. In total, there are around 132 test NPCs left in the files, most of them lacking any substance. For this reason, it's unnecessary to list them all here.

* Technically, Bendu Olo does appear in the game - it's you, the player, a male Imperial. Of course the name, race, and gender may be changed before you start, but Bendu is the default.
** Boromir shares the same name as the character from Lord of the Rings, but is a female. Despite this, her internal name of TestMaleFashionModel
shows she was at one point (intended to be) a male instead.
*** Dewey Decimal can be met through use of the Frostcrag Spire Glitch.
**** These NPCs are all named after the movie The Princess Bride, being named after a movie or other franchise is a trait they share with multiple other test NPCs.
***** Hlaro Dren is a name used by four different test NPCs, being a test character for male Imperials, Bretons, Khajiit, and Dark Elves. Based on the name, the Dark Elf variant was the first to be created, and the others originated as copies.
