Speak to Antonius Rato to begin the quest by asking about orders, as usual. He will tell you a House Redoran retainer is being held up at the tollhouse by the docks, and his cargo has been confiscated. You are to keep your weapon sheathed and resolve the matter peacefully.
Head south through town, take a right at the Chapel of Dibella, and then go north through an archway to the docks. Walk along the docks, past 2 stairwells. The Tollhouse is the building next to the second stairwell, and head inside to find the House Redoran retainer Delmon Gindu and House Hlaalu clerk Tirvina Sedarys.
Delmon will tell you that the clerk said that there were "abnormalities" and declared all of his cargo impounded. Then she said he needed to pay an additional fee to clear this up, and he swears the manifest is accurate to the cargo impounded. He wants you to order her to release the cargo so he can be on his way.
Speaking to Tirvina Sedarys, she attempts to sweet talk you with, These matters are too trivial to involve the Legion, and tries to bribe you with 50 gold. You can either say:
- If you answer "Yes" to the bribe, she will hand over 50 gold and tell you to tell Delmon to comply with the required fees. He will gripe about it with a What? You're siding with her? I would have expected better from the Legion. I hope she paid you well. This is the end of the quest and you can go back to Antonius Rato to finish the quest. You will receive an Imperial Broadsword.
- Ask for the manifest to check the goods.
- If you ask for the manifest, she'll hand it over and tell you the goods are downstairs, in the barrels roped together. You can check the goods against the manifest. The manifest states: The manifest declares Delmon Gindu's cargo of 80 dried slaughterfish and 40 crab meat for transport to Narsis. And when you check the barrels, you will find 80 dried slaughterfish, and 40 crab meat, as the manifest states.
- When you go back to Tirvina Sedarys, you'll have 2 options to progress the quest:
- I order you to release Delmon Gindu's goods.
- If you go with the release of the goods, Tirvina will say, Fine, if you must insist, Though I assure you your superiors will hear about this interference in House Hlaalu business. And when you speak with Delmon, he will say that he's always known the Legion to be honorable and he will be sure to pass on word of your actions through House Redoran. This is the end of the quest and you can go back to Antonius Rato to finish the quest. You will receive an Imperial Broadsword.
- I'll tell Delmon to pay the fees.
- If you go with this option, Tirvina will pay you 50 gold for your actions, and say I knew you would be reasonable. I have no doubt once you inform this redoran retainer of his obligations, he will comply with the required fees. When speaking to Delmon about this, he is angry and says he thought the Legion was better than this. This is the end of the quest and you can go back to Antonius Rato to finish the quest. You will receive an Imperial Broadsword.
